Culbreth, who passed away at the age of 90 two weeks ago, was that kind of citizen for Leeds. Her passion for the library that bears her name was unparalleled, helping it to be a leader in the area.
Her passion for getting involved led her to the city council, where she served for 24 years.
And her handiwork can be seen in a number of worthwhile projects in and around the city she loved.
