Moody council passes budget

MOODY — The city council voted unanimously to pass its FY10 budget at its meeting Monday night.

Councilman Phillip Deason, the chairman of the city’s finance committee, presented the budget at the meeting, along with a motion to approve it.

“I appreciate all the input from the council members,” he said. “A big pat on the back has to go to all the department heads and employees. Starting in the first quarter of ’08, following through to ’09, they did just a tremendous job of bringing down things such as utilities and miscellaneous expenses: overtime, and developed a real win-win situation for the city as a whole.

“It will help us to be good stewards of city money.”

The budget for the coming fiscal year projects total revenues of over $8 million, with projected expenses at roughly $7.8 million.

“It is showing an increase, but that’s not cause for anybody to jump up and down, and think that’s just pure retail tax coming in,” Deason said. “Some of that’s based around the franchising tax, grants, part of the bond issue. We’ve got in here items to spend, items such as Moody Relay for Life, Children’s Literacy Program. We’ve got capital expenditures: vehicles, parks, public works, police, fire, street repairs.

The city’s police department’s budget is just under $1.5 million, while the fire department is just over $886,000.

After approval, mayor Joe Lee commended Deason and the council for its efforts in getting the budget passed.

“I want to thank all the council members,” he said. “I know it took a while to get it put together, but I think it’s a good budget that will serve the city well.”

In other business, the council:

• Approved a $6,000 match on a $30,000 technology grant for the city’s library.

• Approved the city’s contract with St. Clair County for dispatch services in the amount of $68,545.

• Approved an ordinance designating nine holidays for the city for the coming fiscal year – the schedule includes a personal holiday as well.

• Approved placement of additional stop signs in Avalon subdivision at the intersections of Avalon and Washington, as well as Avalon and Spalding Place. The signs will make those streets three-way stops.

• Approved a motion to partner with the St. Clair District Attorney’s office to have the Shred-It company visit Moody on Tuesday to allow citizens to destroy any personal and sensitive documents. The city’s cost is $360.

• Approved the following items for the public works department: repair of the cylinder on the Gradall ($3,887.53); repairs to the 1994 white utility truck ($359.47); a 55-gallon drum of antifreeze ($361.35).

• Approved purchase of a catalytic converter for police car 303 ($254.41).

• Approved the minutes of the council meeting of Sept. 28.
